X. Pursuing Green Development and Promoting Harmony between Humanity and Nature

大自然是人類賴以生存發展的基本條件。

Nature provides the basic conditions for human survival and development.

尊重自然、順應自然、保護自然，是全面建設社會主義現代化國家的內在要求。

Respecting, adapting to, and protecting nature is essential for building China into a modern socialist country in all respects.

必須牢固樹立和踐行綠水青山就是金山銀山的理念，站在人與自然和諧共生的高度謀劃發展。

We must uphold and act on the principle that lucid waters and lush mountains are invaluable assets, and we must remember to maintain harmony between humanity and nature when planning our development.

lucid /ˈluː.sɪd/ 表示「清晰的，明了的；（人）頭腦清醒的，說話清楚的」，英文解釋為「clearly expressed and easy to understand, or (of a person) thinking or speaking clearly」舉個🌰：

She gave a clear and lucid account of her plans for the company's future.

她清楚明了地講述了自己對公司未來的規劃。

lush /lʌʃ/ 1）表示「（地區）鬱鬱蔥蔥的，植被茂盛的」，英文解釋為「A lush area has a lot of green, healthy plants, grass, and trees.」如：lush green valleys 鬱鬱蔥蔥的山谷

2）表示「美味的；愉悅的，使感官愉快的」，英文解釋為「very attractive to look at, taste, smell, etc.」如：the lush taste of the ice cream 冰激凌的美味。

holistic /həˈlɪs.tɪk/ 表示「整體的，全面的」，英文解釋為「dealing with or treating the whole of something or someone and not just a part」舉個🌰：

My doctor takes a holistic approach to disease.

我的醫生採用了一種全面的治療方法。

統籌產業結構調整、污染治理、生態保護、應對氣候變化，協同推進降碳、減污、擴綠、增長，

We will carry out coordinated industrial restructuring, pollution control, ecological conservation, and climate response, and we will promote concerted efforts to cut carbon emissions, reduce pollution, expand green development, and pursue economic growth.

表示「努力的；共同籌劃決定的；同心協力的」，英文解釋為「done in a planned and determined way, especially by more than one person, government, country, etc.」舉個🌰：

The richer countries of the world should take concerted action to help the poorer countries.

世界上較富有的國家應該共同行動起來幫助較貧困的國家。

推進生態優先、節約集約、綠色低碳發展。

We will prioritize ecological protection, conserve resources and use them efficiently, and pursue green and low-carbon development.

註：集約化原是經濟領域中的一句術語，本意是指在最充分利用一切資源的基礎上，更集中合理地運用現代管理與技術，充分發揮人力資源的積極效應，以提高工作效益和效率的一種形式。

（一）加快發展方式綠色轉型。

1. Accelerating the transition to a model of green development

推動經濟社會發展綠色化、低碳化是實現高質量發展的關鍵環節。

A green and low-carbon economy and society are crucial to high-quality development.

加快推動產業結構、能源結構、交通運輸結構等調整優化。

We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector.

實施全面節約戰略，推進各類資源節約集約利用，加快構建廢棄物循環利用體系。

We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials.

完善支持綠色發展的財稅、金融、投資、價格政策和標準體系，

Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development.

表示「財政的」，英文解釋為「Fiscalis used to describe something that relates to government money or public money, especially taxes.」

發展綠色低碳產業，健全資源環境要素市場化配置體系，

We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors.

加快節能降碳先進技術研發和推廣應用，倡導綠色消費，推動形成綠色低碳的生產方式和生活方式。

We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.

（二）深入推進環境污染防治。

2. Intensifying pollution prevention and control

堅持精準治污、科學治污、依法治污，持續深入打好藍天、碧水、淨土保衛戰。

We will continue to control pollution in a lawful, targeted, and science-based way, and we will make further efforts to keep our skies blue, waters clear, and lands clean.

加強污染物協同控制，基本消除重污染天氣。

Pollutants will be controlled in a better-coordinated way, and we will basically eliminate serious air pollution.

1）表示「排除；消除；清除」，英文解釋為「to remove or take away someone or something」舉個🌰：

A move towards healthy eating could help eliminate heart disease. 養成健康的飲食習慣有助於消除心臟病誘因。

2）表示「（比賽中）淘汰」，英文解釋為「to defeat someone so that they cannot continue in a competition」舉個🌰：

He was eliminated in the third round of the competition. 他在第3輪比賽中被淘汰。

統籌水資源、水環境、水生態治理，推動重要江河湖庫生態保護治理，基本消除城市黑臭水體。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.

aquatic /əˈkwæt.ɪk/ 表示「水棲的；水生的；水上的；水中（進行）的」，英文解釋為「living or growing in, happening in, or connected with water」如：aquatic plants 水生植物。

reservoir /ˈrez.ə.vwɑːr/ 1）表示「水庫；蓄水池」，英文解釋為「a place for storing liquid, especially a natural or artificial lake providing water for a city or other area」

2）表示「儲備；儲藏；寶庫」，英文解釋為「a large supply of something」舉個🌰：

The universities constitute a reservoir of expert knowledge. 大學是專業知識的寶庫。

malodorous /ˌmælˈəʊ.dər.əs/ 表示「難聞的，惡臭的」，英文解釋為「having an unpleasant smell」舉個🌰：

The town is built on a malodorous swamp. 該鎮建在一片惡臭的沼澤地上。

加強土壤污染源頭防控，開展新污染物治理。

We will strengthen prevention and control of soil contamination at the source and control new pollutants.

表示「污染，玷污；污染物」，英文解釋為「something that contaminates」；contaminate作動詞，表示「污染；弄髒」，英文解釋為「to make a substance or place dirty or no longer pure by adding a substance that is dangerous or carries disease」舉個🌰：

The drinking water has become contaminated with lead.

飲用水被鉛污染了。

提升環境基礎設施建設水平，推進城鄉人居環境整治。

The environmental infrastructure will be upgraded and living environments in both urban and rural areas will be improved.

全面實行排污許可制，健全現代環境治理體系。

The pollutant discharge permit system will be implemented across the board, and more will be done to modernize the environmental governance system.

作動詞，1）表示「准許（某人）離開；解僱；（尤指）允許…出院；（根據法庭決議）釋放」，英文解釋為「to give sb official permission to leave a place or job; to make sb leave a job」舉個🌰：

Patients were being discharged from the hospital too early.

病人都過早獲准出院。

More than half of all prisoners discharged are reconvicted within two years.

在獲釋的犯人中有一半多在兩年內又被再次判刑。

2）表示「開（槍），射出（子彈）」，英文解釋為「to fire a gun, or to fire a shot from a gun」舉個🌰：

The police stated that some 10 rounds had been discharged.

警方稱大約射出了10發子彈。

作名詞，1）表示「開槍，開火」，英文解釋為「the action of firing a gun」。

2）表示「（尤指廢液或廢氣的）排放」，英文解釋為「the act of sending out waste liquid or gas」

嚴密防控環境風險。深入推進中央生態環境保護督察。

We will rigorously prevent and control environmental risks and strengthen central government environmental inspections.

（三）提升生態系統多樣性、穩定性、持續性。

3. Enhancing diversity, stability, and sustainability in our ecosystems

以國家重點生態功能區、生態保護紅線、自然保護地等為重點，加快實施重要生態系統保護和修復重大工程。

Major projects for preserving and restoring key ecosystems will be carried out at a faster pace in priority areas, including key national ecosystem service zones, ecological conservation redlines, and nature reserves.

推進以國家公園為主體的自然保護地體系建設。實施生物多樣性保護重大工程。

We will develop the national park-based nature reserve system and carry out major biodiversity protection projects.

科學開展大規模國土綠化行動。深化集體林權制度改革。

Large-scale greening programs will be rolled out in a well-planned way, and reform of collective forest tenure will be deepened.

tenure /ˈten.jər/ 表示「占有；使用權；使用期；任期；保有期」，英文解釋為「being the legal owner of land, a job, or an official public position, or the period of time during which you own it」舉個🌰：

During his tenure as dean, he had a real influence on the students. 他在當教務長期間，對學生們影響很大。

推行草原森林河流湖泊濕地休養生息，實施好長江十年禁漁，健全耕地休耕輪作制度。

We will promote the natural regeneration of grasslands, forests, rivers, lakes, and wetlands, enforce the 10-year fishing ban on the Yangtze River, and improve the system of fallowing and crop rotation.

rotation /rəʊˈteɪ.ʃən/ 1）表示「輪作；換茬（農民有規則地改變地里種植的植物）」，英文解釋為「the act by farmers of regularly changing which crops they grow in a field」如：crop rotation 農作物輪作。

2）表示「（尤指圍繞一個固定點）旋轉，轉動」，英文解釋為「movement in a circle around a fixed point」如：the speed of rotation 轉速

建立生態產品價值實現機制，完善生態保護補償制度。

We will establish mechanisms to realize the market value of ecosystem goods and services and improve the compensation system for ecological conservation.

加強生物安全管理，防治外來物種侵害。

Biosafety and biosecurity management will be strengthened, and efforts will be made to prevent and treat harm caused by invasions of exotic species.

exotic /ɪɡˈzɒtɪk/ 表示「來自異國（尤指熱帶國家）的；奇異的；異國情調的；異國風味的」，英文解釋為「from or in another country, especially a tropical one; seeming exciting and unusual because it is connected with foreign countries」舉個🌰：

She travels to all kinds of exotic locations all over the world.

她走遍了全世界所有具有奇異風情的地方。

（四）積極穩妥推進碳達峰碳中和。

4. Working actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality

prudently /ˈpruː.dənt.li/ 表示「謹慎地；精明地」，英文解釋為「in a way that is careful and avoids risks」舉個🌰：

The company acted prudently and responsibly. 這家公司做事小心負責。

可以作名詞，也可以作動詞，表示「（達到）峰值」，英文解釋為「When something peaks, it reaches its highest value or its highest level.」舉個🌰：

Temperatures have peaked at over 90 degrees.

溫度已達到峰值，超過了90度。

neutrality /njuːˈtræl.ə.ti/ 表示「中立；中立狀態」，英文解釋為「the state of not supporting either side in a disagreement, competition or war」。

實現碳達峰碳中和是一場廣泛而深刻的經濟社會系統性變革。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation.

立足我國能源資源稟賦，堅持先立後破，有計劃分步驟實施碳達峰行動。

Based on China’s energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old.

1）表示「天賦；天資；才能」，英文解釋為「something that you have from birth, often a quality」舉個🌰：

2）表示「捐款；捐贈；資助」，英文解釋為「money that is given to a school, a college or another institution to provide it with an income; the act of giving this money」。

Read the manufacturer's guidelines before discarding the box.

先閱讀製造商的說明書再把盒子丟掉。

📺 美劇《黑名單》（The Blacklist）第一季中的台詞提到：We use it once, and then we discard them. 我們用一次 就丟掉。

petroleum /pəˈtrəʊlɪəm/ 表示「石油」，英文解釋為「a dark, thick oil obtained from under the ground, from which various substances including petrol, paraffin, and diesel oil are produced」。

untapped /ʌnˈtæpt/ 表示「未利用的；未開發的」，英文解釋為「If a supply of something valuable is untapped, it is not yet used or taken advantage of.」如：untapped assets/resources/markets/talent 未利用的資產/未開發的資源/未開發的市場/未發掘的才華。

We will strengthen our systems for energy production, supply, storage, and marketing to ensure energy security.

完善碳排放統計核算制度，健全碳排放權市場交易制度。

We will improve the statistics and accounting system and the cap-and-trade system for carbon emissions.

表示「總量管制與排放交易計劃」，英文解釋為「a system that puts a limit on the amount of pollution companies can produce. Companies can buy and sell rights to put harmful gases into the air, meaning a company that reduces its pollution is financially rewarded」
