Russia’s defence minister Sergei Shoigu has ordered troops to withdraw from the strategic city of Kherson in southern Ukraine, in another major setback for nine-month of Ukraine War.

俄羅斯國防部長謝爾蓋•紹伊古(Sergei Shoigu)已下令從烏克蘭南部戰略城市赫爾松(Kherson)撤軍，這是烏克蘭戰爭爆發9個月以來遭遇的又一次重大挫折。

In footage shown on state television on Wednesday, Shoigu accepted a proposal from Sergei Surovikin, commander of Russia’s forces in Ukraine, to retreat from the town to the left bank of the Dnipro river.

在國家電視台周三播放的畫面中，紹伊古接受了俄羅斯駐烏克蘭部隊指揮官謝爾蓋•蘇羅維金(Sergei Surovikin)的建議，從該鎮撤退到第聶伯羅河左岸。

Surovikin said the withdrawal would happen 「at the earliest possible juncture」 and that Russia’s troops would set up defensive positions in the remaining parts of the Kherson region that they control south-east of the city.

Joe Biden said he wants to run for a second term in the White House and will make a final decision early next year, after his political prospects were boosted by a stronger than expected performance by Democrats in midterm elections.

Germany should consider raising taxes on the wealthiest people to fund its €200bn plan to cap gas and electricity prices, a group of leading economic advisers to the government recommended on Wednesday.

Ulrike Malmendier, one of the five members of Germany’s council of economic experts, said that because the country cannot target its energy support package only at the most needy, it should also 「look at the more uncomfortable side」 of how to fund it.
